とりあえず、仕様策定のたたき台となるプログラムの開発を Java ベースでおこなっていこうと思います。

Java であればプラットフォームを選ばずに実行できますので目標にも合いますし。
最近は OS が Linux メインの使用となっているので Windows の方と
同時開発を行うには言語が限られるというのが主な理由ですが。（笑）

あ、ご指摘ありがとうございます。
Java は勉強中なこともあって、そちらの方まで気が回りませんでした。
叩き台となるコードがある程度固まったら、ドキュメント記述もしていきたいと思います。

とりあえず、現在は卒論の合間を縫って HORB によるメッセージングサービスについて勉強中ですので、叩き台システムはもうしばらくお待ちください。
